Given that EINSTEIN develops biometric verification and document fraud detection technologies — which process sensitive personal data including facial images, iris scans and fingerprints — rigorous ethical governance is central to everything the project does.

Our approach

EINSTEIN addresses ELS considerations in three interconnected ways:

Research activities — ELS analysis of all project activities involving personal data and human participants, including the training, testing and demonstration of technologies, and during meetings, interviews and workshops for stakeholder engagement and feedback.

Operational impacts — ELS analysis of the possible real-world impacts of the EINSTEIN technologies themselves, including prospective effects on societal wellbeing, human autonomy, fairness and non-discrimination.

Foresight analysis — ELS analysis of the post-project deployment landscape, including ongoing legislative developments (such as the EU AI Act and evolving data protection frameworks) and the potential for misuse.

Privacy-by-design

Privacy is not an afterthought in EINSTEIN — it is built into the architecture of every application. The project applies privacy-by-design principles across all six applications, and has integrated privacy-enhancing technologies including federated learning, homomorphic encryption and the European Blockchain Services Infrastructure (EBSI). This allows biometric verification to take place with minimal exposure of personal data, and supports compliance with both European data protection law (GDPR) and the varying national legislative frameworks across consortium member states.

Ethics Advisory Board

EINSTEIN has established an independent Ethics Advisory Board (EAB) which provides ongoing guidance and recommendations on data protection, human autonomy and system governance. The EAB plays a key role in reviewing the ethical dimensions of the project’s technical development and field testing activities.

ELSI Impact Assessment (D2.1)

In its first phase, EINSTEIN completed a comprehensive Ethical, Legal and Societal Issues (ELSI) Impact Assessment (Deliverable D2.1). This involved impact assessment workshops with consortium partners and end-user authorities, and drew on a structured review of the literature on ELSI issues in identity management. The assessment identified key ethical risks and requirements — including around data minimisation, algorithmic bias, transparency and accountability — that are now embedded in the project’s technical and operational requirements frameworks. Data protection impact assessments (DPIAs) have been initiated for the applications that will be tested during the field trials.

The D2.1 report is publicly available via the EINSTEIN Deliverables page.

Data Management

EINSTEIN operates under a Project Data Management Plan (D1.2), which governs how personal and research data are collected, stored, used and ultimately disposed of across all consortium partners. The plan is updated at each periodic reporting stage to reflect the evolving data landscape as the project moves into field testing.

Stakeholder engagement

ELS considerations are not addressed in isolation. EINSTEIN conducts regular engagement with border control, immigration, and law enforcement authorities — the primary end-users of the technologies — through surveys, workshops and Living Lab sessions. This participatory approach ensures that ethical requirements reflect real-world operational concerns and that practitioners are active partners in shaping how the technology is developed and governed.

Looking ahead

As EINSTEIN moves into its field testing phase during 2026 ethical oversight becomes even more important. Field trials will involve real operational environments at European border locations, with participation from border authorities in the Netherlands, Bulgaria, Greece and the UK. The project will continue to monitor and respond to emerging regulatory developments, including implementation guidance under the EU AI Act, and will conduct ongoing foresight analysis regarding the responsible post-project deployment of the technologies developed.

The EINSTEIN project is seeking to engage members of the public and civil society organisations to better understand their perspectives on the adoption of solutions for the detection and prevention of identity and document fraud.
