It was organised by the <a href=\"http:\/\/www.ecmwf.int\/\">ECMWF<\/a>, supported by the <a href=\"http:\/\/emergency.copernicus.eu\/\">Copernicus Emergency Management Service Program<\/a>, to look for innovative solutions to overcome the existing challenges that <a href=\"http:\/\/www.globalfloods.eu\/\">GloFAS<\/a> is facing. 40+ participants with a wide range of backgrounds (education, computer science, physics, hydrology, geography, etc.) attended the <a href=\"http:\/\/floodhack.devpost.com\/\">FloodHack<\/a> event and formed five teams to develop the solutions.<\/p>\n<p><a href=\"https:\/\/research.reading.ac.uk\/flooding\/wp-content\/uploads\/sites\/139\/2016\/01\/pic1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-481\" alt=\"pic1\" src=\"https:\/\/research.reading.ac.uk\/flooding\/wp-content\/uploads\/sites\/139\/2016\/01\/pic1.jpg\" width=\"1024\" height=\"768\" srcset=\"https:\/\/research.reading.ac.uk\/flooding\/wp-content\/uploads\/sites\/139\/2016\/01\/pic1.jpg 1024w, https:\/\/research.reading.ac.uk\/flooding\/wp-content\/uploads\/sites\/139\/2016\/01\/pic1-300x225.jpg 300w, https:\/\/research.reading.ac.uk\/flooding\/wp-content\/uploads\/sites\/139\/2016\/01\/pic1-768x576.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a>(Photo courtesy: <a href=\"mailto:cxsz@ecmwf.int\">Silke Zollinger<\/a>)<\/p>\n<p><a href=\"http:\/\/emps.exeter.ac.uk\/engineering\/staff\/asc208\/\">Dr Chen<\/a> teamed up with three Software Developers, <a href=\"https:\/\/www.linkedin.com\/in\/laura-ludwinski-heydenkorn-174345a3\">Miss Laura Ludwinski<\/a>, <a href=\"https:\/\/uk.linkedin.com\/in\/samjcgriffiths\">Mr Sam Griffiths<\/a> and Mr Paul Barnard from <a href=\"http:\/\/www.jbaconsulting.com\/\">JBA Consulting<\/a>, the Physicist Dr Peter Watson from <a href=\"https:\/\/www.ox.ac.uk\/\">Oxford University<\/a>, and the Hydrologist <a href=\"https:\/\/www.linkedin.com\/in\/li-pen-wang-27b12634\">Dr Li-Pen Wang<\/a> from <a href=\"https:\/\/www.kuleuven.be\/english\">KU Leuven<\/a>.<\/p>\n<p>They developed the software <a href=\"http:\/\/devpost.com\/software\/live-logistic-and-infrastructure-visual-evaluation\">LIVE (Logistic and Infrastructure Visual Evaluation)<\/a> to summarise the detailed flood forecasting information from the <a href=\"http:\/\/www.globalfloods.eu\/\">GloFAS<\/a> into a \u2018Time to respond\u2019 map that allows the decision makers having better understanding of available time to act for flood mitigation. The <a href=\"http:\/\/devpost.com\/software\/live-logistic-and-infrastructure-visual-evaluation\">LIVE<\/a> can also help prioritise the resources allocation so the areas with the most urgent flood threat will receive immediate attention.<\/p>\n<p><a href=\"https:\/\/research.reading.ac.uk\/flooding\/wp-content\/uploads\/sites\/139\/2016\/01\/pic2.jpg\"><\/a>(Photo courtesy: <a href=\"https:\/\/www.flickr.com\/photos\/frathgeber\/\">Florian Rathgeber<\/a>)<\/p>\n<p>The objective and the workflow were determined in the first round of group discussion. Therefore, each member of the team <a href=\"http:\/\/devpost.com\/software\/live-logistic-and-infrastructure-visual-evaluation\">LIVE<\/a> contributed individual\u2019s skills and knowledge to complete the subtasks, including information collection and extraction, data processing and analysis, and visualisation. <a href=\"https:\/\/www.python.org\/\">Python <\/a>scripts and the <a href=\"http:\/\/www.qgis.org\/en\/site\/\">QGIS<\/a> were the main tools the team\u00a0<a href=\"http:\/\/devpost.com\/software\/live-logistic-and-infrastructure-visual-evaluation\">LIVE<\/a> adopted to develop the solution. After 27 hours of intense collaboration and countless cups of coffee and Redbull, a prototype of <a href=\"http:\/\/devpost.com\/software\/live-logistic-and-infrastructure-visual-evaluation\">LIVE<\/a> was completed.<\/p>\n<p>The outcome of each team was presented to all participants in the afternoon of the second day, and judged by a panel consisted of professional software developer, telecoms expert, environment and technology consultant, web technologist, and crisis manager. <a href=\"http:\/\/floodhack.devpost.com\/\">The judging criteria<\/a> included (1) potential for innovation (2) relevance\/usefulness (3) technical merit (4) design\/user (5) experience\/polish and (6) &#8220;wow&#8221; factor.<\/p>\n<p>Five projects were presented, including<\/p>\n<ul>\n<li><a href=\"http:\/\/devpost.com\/software\/floodit\">FloodIT<\/a> to offer refined flood information based on the <a href=\"http:\/\/www.globalfloods.eu\/\">GloFAS<\/a> to help local users understand their situation.<\/li>\n<li><a href=\"http:\/\/devpost.com\/software\/the-italian-job\">The (flooded) Italian Job<\/a> that analysed big data to determine spatial varied flood warning thresholds for the <a href=\"http:\/\/www.globalfloods.eu\/\">GloFAS<\/a>.<\/li>\n<li><a href=\"http:\/\/devpost.com\/software\/live-logistic-and-infrastructure-visual-evaluation\">LIVE<\/a> provided \u201cTime to respond\u201d maps to help emergency management.<\/li>\n<li><a href=\"http:\/\/devpost.com\/software\/interception\">Interception<\/a> that adopted the <a href=\"http:\/\/www.globalfloods.eu\/\">GloFAS<\/a> as an educational platform to raise flood awareness.<\/li>\n<li><a href=\"http:\/\/devpost.com\/software\/glofaq\">GloFAQ<\/a> to identify infrastructures based on the <a href=\"http:\/\/www.globalfloods.eu\/\">GloFAS<\/a> that are at risk of flooding.<\/li>\n<\/ul>\n<p>The panel was impressed by team <a href=\"http:\/\/devpost.com\/software\/live-logistic-and-infrastructure-visual-evaluation\">LIVE<\/a> and their excellent application of the <a href=\"http:\/\/www.globalfloods.eu\/\">GloFAS<\/a> data that can potentially benefit global stakeholders with different needs. The technology was also ready to make further applications achievable.
