Final Report Launch<\/strong><\/p>\n<p>After extensive research across the UK, we are pleased to share the <a href=\"https:\/\/research.reading.ac.uk\/justclp\/wp-content\/uploads\/sites\/28\/2026\/03\/JN-Final-Report-March-2026.pdf\" target=\"_blank\" rel=\"noopener\"><strong><u>final report<\/u><\/strong><\/a>\u00a0from the <em>Just Neighbourhoods?<\/em>\u00a0project, funded by the Nuffield Foundation.<\/p>\n<p>Across England, Scotland, Wales and Northern Ireland, the project explored how neighbourhood scale planning operates in socio-economically disadvantaged neighbourhoods, and whether it is contributing to more just, place-based decision-making.<\/p>\n<p><strong>Why this research matters<\/strong><\/p>\n<p>There is a strong and growing consensus that issues of justice must be addressed in neighbourhoods experiencing disadvantage, but these are often the places where ongoing participation in planning is hardest to sustain.<\/p>\n<p><strong>What we did<\/strong><\/p>\n<p>To explore this, the research brought together multiple strands of evidence:<\/p>\n<ul>\n<li>A strong <u><a href=\"https:\/\/research.reading.ac.uk\/justclp\/wp-content\/uploads\/sites\/28\/2024\/07\/WP1a-Theoretical-Framework-4.pdf\">theoretical Framework<\/a><\/u><\/li>\n<li>A <u><a href=\"https:\/\/research.reading.ac.uk\/justclp\/wp-content\/uploads\/sites\/28\/2024\/07\/WP1b-Literature-review-7.pdf\">review of international academic literature<\/a><\/u>\u00a0on community-led planning<\/li>\n<li>An <u><a href=\"https:\/\/research.reading.ac.uk\/justclp\/wp-content\/uploads\/sites\/28\/2024\/07\/JN-Working-Paper-3_July2024-1.pdf\">analysis of <\/a><a href=\"https:\/\/research.reading.ac.uk\/justclp\/wp-content\/uploads\/sites\/28\/2024\/07\/JN-Working-Paper-3_July2024-1.pdf\">107 neighbourhood-scale plans<\/a><\/u>\u00a0from some of the most deprived areas across the UK<\/li>\n<li>In-depth case studies in ten neighbourhoods, including qualitative interviews, alongside site visits, meetings and documentary analysis.<\/li>\n<\/ul>\n<p>Together, these strands offer one of the most comprehensive pictures to date of how community-led planning operates in contexts of disadvantage.<\/p>\n<p><strong>Recommendations<\/strong><\/p>\n<p>The report sets out eight areas for recommendation, aimed primarily at national governments and local institutions.<\/p>\n<p>At their core, these recommendations call for a shift in how community-led planning is understood and practised:<\/p>\n<ul>\n<li><strong>Co-producing the terms of engagement<\/strong><\/li>\n<\/ul>\n<p>Plans should not be pre-defined by institutions. Communities should shape what is discussed, how, and why.<\/p>\n<ul>\n<li><strong>Existing tools to be usefully amended or repurposed<\/strong><\/li>\n<\/ul>\n<p>As neighbourhood scale planning can develop objectives that are co-produced and help orchestrate actions that are understood and owned by all.<\/p>\n<ul>\n<li><strong>Inscribe the issues being faced at scale and action plan<\/strong><\/li>\n<\/ul>\n<p>Ensure issues are actual written into policy and\u00a0 action. Clear communication back to communities about how institutional actors can respond should form part of the process.<\/p>\n<ul>\n<li><strong>Giving greater status to co-produced plans<\/strong><\/li>\n<\/ul>\n<p>These should be treated as meaningful repositories of local knowledge, informing decisions, budgets and policy across sectors.<\/p>\n<ul>\n<li><strong>Supporting quality participation properly via intermediaries<\/strong><\/li>\n<\/ul>\n<p>Communities need sustained, funded support to engage effectively, not one-off or uneven provision.<\/p>\n<ul>\n<li><strong>Strengthening accountability and feedback<\/strong><\/li>\n<\/ul>\n<p>Institutions should clearly demonstrate how community input has influenced decisions and where it has not, and explain why.<\/p>\n<ul>\n<li><strong>Recognising and supporting community leadership<\/strong><\/li>\n<\/ul>\n<p>Those who carry the work of participation need support and understanding.<\/p>\n<ul>\n<li><strong>Exploring new models for deprived areas <\/strong><\/li>\n<\/ul>\n<p>Trialling special planning and associated institutional arrangements for deprived neighbourhoods.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>You can read the <a href=\"https:\/\/research.reading.ac.uk\/justclp\/wp-content\/uploads\/sites\/28\/2026\/03\/JN-Final-Report-March-2026.pdf\" target=\"_blank\" rel=\"noopener\">Final Report here<\/a><\/strong><\/p>\n<p>#justclp #justice #communityledplanning\u00a0#neighbourhoodplanning #neighbourhoodrecovery #communitypower #communityled #planningresearch #policyresearch #urbanstudies #communityleadership #communitydevelopment<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Just Neighbourhoods?
