The primary objective of these workshops and interviews was to elicit individual and group narratives and perceptions concerning the origins of conflict in Madagascar, the island’s relationship with external/international elements (such as actors, institutions, ideologies, etc.), and potential solutions to resolve conflicts.

A significant narrative arising from these sessions focused on the notion that external actors have played pivotal roles in instigating conflicts in the country, either through their solicited or unsolicited interventions or the (un)intended negative consequences of their actions. Such interventions may manifest in various forms, including aids, programs, and projects (e.g., the structural adjustment program of the World Bank and the International Monetary Fund), the promotion of specific ideologies (e.g., socialism, communism, the Juche), the application of these ideologies within Malagasy structures, or the interference of nation-states such as France in local affairs.

In instances where external elements are integrated into local settings to promote and build peace, it has been suggested that hybrid approaches are more effective, leading to better and long-lasting peace due to increased inclusion of local actors and greater national ownership. While some adhere to such an approach, many Malagasy individuals we encountered during our research advocated for bottom-up approaches deeply rooted in what can be considered to be “pure” Malagasy. Consequently, a prominent policy recommendation shared by numerous workshop and interview participants was to mitigate the negative impacts of external elements in the conflict dynamics in Madagascar. To resolve conflicts, it was proposed that the Malagasy people must reconnect with their roots (“fiverenana an-doharano”/ “returning to the roots”/ “retour aux sources”). This concept was frequently discussed, prompting us to explore its practical implementation.

To address this, along with the local NGO ARAKE, we organized workshops with key practitioners and decision-makers from specialized domains. The workshops aimed to a) conceptualize “fiverenana an-doharano”, b) explore domains of interest where the concept of “fiverenana an-doharano” could be applied to promote and build peace, b) identify tools and approaches facilitating the implementation of ideas surrounding “fiverenana an-doharano” in those fields, and c) define action plans enabling the translation of ideas and knowledge gathered during the workshop into tangible and impactful actions.

-Agenda:
