The reasons why we need to use bottom-up approaches<\/strong><\/h1>\n

\"Photo<\/p>\n

The Hybricon team has specifically chosen to adopt bottom-up approaches in every work it is doing in Madagascar. But what do we mean by bottom-up approach to peace and conflict? There are many contexts in which we can use this term: when doing research, when designing policies, when implementing programmes and initiatives (we can use this in our practices and ways of doing things) and more.<\/p>\n

\"Arrow<\/p>\n

When collecting data, we can use bottom-up approaches in the way we select interviewees. For example we can include various people from different ethnic groups, social classes, gender in the list of participants.<\/p>\n

When designing policies, a bottom-up approach can be for example about adopting a strategy through which we build institutions that are representative of all local actors (e.g.: within the parliament) or building mechanisms of local consultations involving traditional leaders, elders, mothers and more.<\/p>\n

Another example that we can use is when conducting mediation and negotiation processes. In the way we do things, using a bottom-up approach might be about taking into account local traditions, beliefs, principles and customs and factoring this in the way we mediate the actors.<\/p>\n

In other words, it is about establishing a peace process that is locally-driven.<\/p>\n

\"Research<\/p>\n

Let us borrow the following definition from the Beyond Intractability project: \u201ca bottom-up approach is a people-centered approach that advocates peace from within the affected societies and requires changing hearts and minds of the local people to get them to work for peace and reconciliation whole-heartedly.\u201d (See https:\/\/www.beyondintractability.org\/casestudy\/netabay-bottom<\/a>)<\/p>\n

\"\"As our motto indicates, we have defined peace using the Malagasy word \u201cfihavanana\u201d. Fihavanana is \u201ca Malagasy word encompassing the Malagasy concept of kinship, friendship, goodwill between beings, both physical and spiritual. The literal translation is quite difficult to capture, as the Malagasy culture applies the concept in unique ways. Its origin is havana , meaning kin. It could be understood in a general manner as solidarity or togetherness\u201d (see <\/span>https:\/\/www.igi-global.com\/dictionary\/fihavanana\/103808<\/a>)<\/span><\/p>\n

Within Hybricon, we prefer to define it with our motto: \u201cOur peace: understanding each other and building in harmony\u201d. In order to achieve the latter, through our project Hybricon, we are striving to build peace in our manner using bottom-up approaches.<\/p>\n

\"Photo<\/p>\n

There are various contexts in which we are using bottom-up approaches. As a research project, Hybricon mainly aims at generating novel data while enabling the documentation of narratives that are otherwise likely to disappear. When using a bottom-up approach within the framework of data collection, it is crucial to include the various voices from Madagascar, those of the Malagasy people, even from remote areas. This can be done through inclusive approaches such as including the voices of women, elders, young people etc.<\/p>\n

Another aspect of Hybricon is its commitment to a data dissemination that is people-centered. We want to engage with the local communities. Hence, we will restitute the knowledge we collect from the Malagasy to those communities by giving them ownership of their stories. For example, we will do this with the arts we will develop throughout the implementation of the project.<\/p>\n

We also use such an approach in our policy-oriented activities. We work with various groups of people at the local and international level. We particularly aim at bridging theory and practice. For the outcomes of our research to be used by practitioners, politicians, local and international organizations and even civilians, we must find ways to transform data into actionable policy solutions. Those solutions must come from the Malagasy and our planned activities using bottom-up approaches will help draft policy solutions from the Malagasy and ones that will respond to their needs.<\/p>\n

Il existe de nombreux contextes dans lesquels nous pouvons utiliser ce terme: lors de la recherche, lors de la conception de politiques publiques, lors de la mise en \u0153uvre de programmes et d\u2019initiatives (nous pouvons l\u2019utiliser dans nos pratiques et nos fa\u00e7ons de faire) et plus encore.<\/p>\n

En d\u2019autres termes, il s\u2019agit d\u2019\u00e9tablir un processus de paix qui soit men\u00e9 localement.<\/p>\n

Comme l\u2019indique notre devise, nous avons d\u00e9fini la paix en utilisant le mot malgache \u00ab\u00a0fihavanana\u00a0\u00bb. Fihavanana est \u00ab un mot malgache englobant le concept malgache de parent\u00e9, d\u2019amiti\u00e9, de bonne volont\u00e9 entre les \u00eatres, \u00e0 la fois physique et spirituel. La traduction litt\u00e9rale est assez difficile \u00e0 saisir, car la culture malgache applique le concept de mani\u00e8re unique. Il vient du terme Havana, ce qui signifie parent. Il pourrait \u00eatre compris de mani\u00e8re g\u00e9n\u00e9rale comme solidarit\u00e9 ou unit\u00e9 \u00bb (voir https:\/\/www.igi-global.com\/dictionary\/fihavanana\/103808<\/a>)<\/p>\n

Au sein d\u2019Hybricon, nous pr\u00e9f\u00e9rons le d\u00e9finir avec notre devise : \u00ab Notre paix : se comprendre, vivre et b\u00e2tir ensemble\u00a0en harmonie \u00bb. Afin d\u2019atteindre cet objectif, \u00e0 travers notre projet Hybricon, nous nous effor\u00e7ons de construire la paix \u00e0 notre mani\u00e8re en utilisant des approches ascendantes.<\/p>\n

Il existe diff\u00e9rents contextes dans lesquels nous utilisons des approches ascendantes. En tant que projet de recherche, Hybricon vise principalement \u00e0 g\u00e9n\u00e9rer de nouvelles donn\u00e9es tout en permettant la documentation de r\u00e9cits qui sont autrement susceptibles de dispara\u00eetre. Lors de l\u2019utilisation d\u2019une approche ascendante dans le cadre de la collecte de donn\u00e9es, il est crucial d\u2019inclure les diff\u00e9rentes voix de Madagascar, celles du peuple malgache, m\u00eame celles venant des zones recul\u00e9es. Cela peut se faire par le biais d\u2019approches inclusives telles que l\u2019inclusion de la voix des femmes, des a\u00een\u00e9s, des jeunes, etc.<\/p>\n

Un autre aspect d\u2019Hybricon est son engagement en faveur d\u2019une diffusion des donn\u00e9es centr\u00e9e sur les personnes. Nous voulons nous engager avec les communaut\u00e9s locales. Par cons\u00e9quent, nous allons restituer les connaissances que nous recueillons des Malgaches \u00e0 ces communaut\u00e9s en leur donnant la propri\u00e9t\u00e9 de leurs histoires. Par exemple, nous le ferons avec les arts que nous d\u00e9velopperons tout au long de la mise en \u0153uvre du projet.<\/p>\n

Nous utilisons \u00e9galement une telle approche dans nos activit\u00e9s ax\u00e9es sur les politiques publiques. Nous travaillons avec diff\u00e9rents groupes de personnes au niveau local et international. Nous visons particuli\u00e8rement \u00e0 faire le pont entre la th\u00e9orie et la pratique. Pour que les r\u00e9sultats de nos recherches soient utilis\u00e9s par les praticiens, les politiciens, les organisations locales et internationales et m\u00eame les civils, nous devons trouver des moyens de transformer les donn\u00e9es en solutions politiques exploitables. Ces solutions doivent venir des communaut\u00e9s locales et nos activit\u00e9s utilisant des approches ascendantes aideront \u00e0 \u00e9laborer des solutions politiques qui r\u00e9pondront aux besoins des Malgaches.<\/p>\n
