Despite more than 20 years of anti-discrimination legislation in the UK, ethnic minorities on average are still paid less than the white British majority.\u00a0 This is not something which is unique to the UK: ethnic and racial wage differentials are common in many developed countries.<\/p>\n

But why?<\/p>\n

There is no lack of academic research on this issue, so let\u2019s look at what we have we learned. Although it is difficult to quantify, discrimination in the labour market is likely to play a role; but there are likely to be other factors.<\/p>\n

<\/p>\n

Among these other factors research has looked at the role of \u2018quality\u2019 education, living in areas with proximity to better paying employment opportunities, lack of high quality networks enabling people to obtain a good job, and segregation into low pay occupations [1].<\/p>\n

What I find most interesting is that there are important differences across ethnic groups as well as within groups.<\/p>\n

As an example, Pakistani men are paid on average about 20-30% less than white British men.\u00a0 It is important to keep in mind that this does not mean that Pakistani men are paid 20-30% less than white British for doing the same job; they are paid less because they are employed in low-pay jobs [2].<\/p>\n

When we look closer at the difference between Pakistani and white British men, one thing we see is that Pakistani men who are immigrant are paid 40-45% less than white British, while those who have been born in the UK are paid \u2018only\u2019 13-14% less. \u00a0Let\u2019s then compare this with the experience of Indian men, who, on average, are paid as much as white British men.\u00a0 We need to note that there are differences among Indian men as well: Indian men who are Hindu are paid on average more than white British men while Indian men who are Muslims are paid as much as white British men if they are born in the UK, but about 13% less if they are immigrants [2].<\/p>\n

Only recently research has started to look separately at each ethnic minority – and often it focuses on the minorities that are larger numerically [3], with the results that we know little about other groups; for example we still group together blacks from any African background independently on the country of origin.\u00a0 We also currently know very little about people with mixed background, a group which is increasingly important.<\/p>\n

If we have only limited knowledge of the diversity of people\u2019s experiences, how can we design policies that effectively reduce ethnic wage inequalities?<\/p>\n

In a recent paper summarising the literature I argue that the \u201cone-size-fits-all\u201d approach, which treats all minorities the same way, is becoming inadequate [1].\u00a0 We need a better understanding of what generates wage differentials across people belonging to different minorities.\u00a0 Besides anti-discrimination legislation it may be useful to also use a different approach for policy, targeting issues rather than groups.<\/p>\n

For example, if lower quality education explains ethnic wage differentials for one minority group, improving the quality of education will result in smaller ethnic wage differentials for this minority, but all groups would benefit for this improvement, being the minority in question (that have been the subject of research), other minorities (that have not been the subject of research) or white British who would have been otherwise left behind.<\/p>\n
