The report was named after former\u00a0University of Reading Vice Chancellor Sir John (later Lord) Wolfenden, who chaired the\u00a0\u2018Report of the Departmental Committee on Homosexual Offences and Prostitution\u2019. He was Vice-Chancellor at the University of Reading from 1950 to 1964.<\/p>\n<p>Now, the University and local LGBT+ charity Support U are seeking to mark the anniversary by collecting stories and recollections\u00a0from those who have witnessed discrimination first-hand, but also felt the positive difference changes to the law over the past 50 years have made to their lives.<\/p>\n<p>Monday&#8217;s anniversary comes two days after\u00a0Reading Pride, and Support U&#8217;s partnership with Reading Buses means many will have seen Lord Wolfenden pictured on the side of buses over the weekend. While \u2018pride\u2019\u00a0was\u00a0not\u00a0an item on Wolfenden\u2019s agenda,\u00a0indeed his view was that gay people should not be visible,\u00a0without events like\u00a0Wolfenden\u2019s\u00a0Report the LGBT+ community would not have had a voice; they would still have been persecuted into the shadows.<\/p>\n<p><!--more--><\/p>\n<p><strong>Small steps towards equality<\/strong><\/p>\n<p>It would be far from the truth to paint Wolfenden as an\u00a0enthusiastic\u00a0advocate of gay equality, though letters held in the University of Reading Special Collections\u00a0show that he did take an interest in the report\u2019s progress towards law. He described the Committee\u2019s work as \u2018distasteful\u2019 and his reservations about the possible \u2018corruption\u2019 of young men on National Service were one reasons why the Committee refrained from equalizing the age of consent with that for heterosexual sexual activity (this did not happen\u00a0until the year 2000).<\/p>\n<p>Nor indeed did his Committee, made up\u00a0as it was of the great and the good (lawyers,\u00a0psychiatrists, judges, civil servants\u00a0and\u00a0even a representative of the Scottish Girl Guides Association), seem\u00a0likely\u00a0on the face of it\u00a0to recommend such a change in the law. They nevertheless listened carefully to expert opinion over a three years\u00a0(only\u00a0three\u00a0gay men\u00a0agreed to give evidence to the Committee itself, and of them only\u00a0one,\u00a0the\u00a0Daily Mail\u00a0journalist Peter\u00a0Wildeblood,\u00a0agreed to be named)\u00a0and arrived, perhaps despite their moral prejudices, at the recommendation\u00a0\u2018that homosexual acts between consenting adults in private should no longer be a criminal offence\u2019.<\/p>\n<p>The\u00a0Committee\u00a0did not envision, far less set out to achieve, equality.\u00a0According to transcripts of the hearings held in the\u00a0National Archives\u00a0at Kew, when it was suggested that equality should be established between gay male and lesbian sexual acts (which\u00a0were not specifically\u00a0prohibited under law), the Committee\u00a0pointed\u00a0out that it\u00a0could\u00a0recommend criminalisation of the latter.\u00a0Although\u00a0its\u00a0recommendations were first ignored by the government of the day,\u00a0the\u00a0Report provided a platform\u00a0for\u00a0subsequent\u00a0lobbying and campaigning, leading eventually to the 1967 Act.<\/p>\n<p>The\u00a0recommendations in\u00a0Wolfenden\u2019s\u00a0Report only constituted one step in the long and unfinished path towards LGBT+ equality. The recommendations were still discriminatory\u00a0in that they instituted an age of consent that, at age 21, was higher than for heterosexual couples. Certain groups, such as members of the Armed Forces, were exempt\u00a0(the legal exemption was only removed in The Armed Forces Act 2016), and\u00a0Wolfenden\u2019s\u00a0report had nothing to say about matters of transgender recognition and inclusion.<\/p>\n<p>The\u00a0Report\u00a0discredited\u00a0some\u00a0persistent\u00a0myths\u00a0about\u00a0homosexuality, like the notion of that\u00a0same-sex attraction\u00a0was a contagious disease or a form of mental illness, though public opinion was slower to change.<\/p>\n<p>In asserting that \u2018We do not think that it is proper for the law to concern itself with what a man does in private unless it can be shown to be\u2026 contrary to the public good\u2019,\u00a0Wolfenden\u00a0and his\u00a0Committee expressed an important principle of a tolerant and diverse society, which is relevant to many different minority groups and no less important in today\u2019s political and social climate than it was in 1957.<\/p>\n<p><strong>Celebrating hard-won freedoms<\/strong><\/p>\n<p>The University of Reading has been partnering with Support U, a local LGBT+ support organisation, for the past year in order to remember Wolfenden\u2019s report and its significance.
