And indeed, spending on production has <a href=\"https:\/\/www.screendaily.com\/news\/total-uk-film-production-spend-rises-56-in-2024-film-and-high-end-tv-combined-reaches-56bn\/5201645.article\">risen dramatically<\/a> in the last year, <a href=\"https:\/\/www.screendaily.com\/news\/uk-production-spend-nearly-triples-in-first-quarter-of-2025-driven-by-inward-investment\/5204438.article\">a boom which is expected to continue<\/a> through to 2026.<\/p>\n<p>Unfortunately, our new <a href=\"https:\/\/research.reading.ac.uk\/screen-industry-voices\/wp-content\/uploads\/sites\/330\/2025\/04\/Report_Freelancers_SIV_FINAL.pdf\/\">report<\/a> highlights a workforce crisis that raises serious questions about the future of the UK screen industry. And Donald Trump\u2019s recent <a href=\"https:\/\/www.theguardian.com\/film\/2025\/may\/06\/british-film-industry-leaders-aghast-at-trumps-movie-tariffs-brian-cox\">threat to impose tariffs on non-US films<\/a> adds to the grim situation, throwing the industry\u2019s vulnerability into stark relief.<\/p>\n<p>We carried out extensive interviews with 29 participants from across the sector who painted a bleak picture of overwork, financial instability, discrimination and barriers to career progression.<\/p>\n<p><a href=\"https:\/\/filmtvcharity.org.uk\/research-impact\/reports\/absent-friends-report\/#:%7E:text=The%20film%2C%20TV%2C%20and%20cinema%20industry's%20retention%20problem&amp;text=The%20paper%20shows%20that%20the,Long%20hours%20of%20work\">Charities<\/a> supporting the sector have already noted that the industry has a longstanding retention problem \u2013 the so-called \u201cleaky pipeline\u201d. But our report highlights that economic volatility in the UK and elsewhere is worsening financial and working conditions so much that the film and television industry risks a debilitating loss of its most valuable resource: freelancers.<\/p>\n<p>Long gaps between jobs are <a href=\"https:\/\/www.theguardian.com\/media\/2025\/mar\/07\/senior-tv-producers-shelf-stacking-jobs-uk-industry-crisis\">widening<\/a>, and even experienced freelancers with long careers are struggling to <a href=\"https:\/\/www.theguardian.com\/media\/2023\/nov\/08\/to-leave-is-heartbreaking-the-film-and-tv-makers-forced-into-other-jobs\">make ends meet<\/a>. Currently there is no publicly available data on numbers entering and leaving the industry, but companies have reported worsening skills shortages, not due to poor recruitment, but because <a href=\"https:\/\/committees.parliament.uk\/writtenevidence\/124863\/html\/\">people are leaving<\/a> in response to worsening conditions.<\/p>\n<p>As many as two thirds of screen freelancers are considering leaving the industry <a href=\"https:\/\/filmtvcharity.org.uk\/stories-events\/news\/2024-looking-glass-report\/\">within the next five years<\/a>. Since just under 50% of the film production workforce is freelance, such a large-scale exodus would seriously damage our domestic screen industry.<\/p>\n<p>That industry contributes <a href=\"https:\/\/www.bfi.org.uk\/news\/screen-business-report\">\u00a313.48 billion<\/a> to the UK economy, and its talent on-screen and behind the cameras is world-renowned, so why is this crisis happening at all?<\/p>\n<h2>Boom and bust<\/h2>\n<p>The key change has been a reduction in domestic investment by UK-based public service broadcasters in tandem with increased investment from US-based studios and streamers.<\/p>\n<p>While a recent boom in international investment led to a <a href=\"https:\/\/www.theguardian.com\/business\/2020\/nov\/07\/covid-pandemic-fuelling-growth-of-film-and-tv-studios-in-uk\">rapid expansion<\/a> in UK film and TV infrastructure and a corresponding <a href=\"https:\/\/www.theguardian.com\/media\/2022\/feb\/19\/acute-skills-shortage-threatens-british-film-studios-production-boom\">acute shortage of workers<\/a>, it also inflated the costs of production, which has proved unaffordable to traditional domestic commissioners. Without consistent local productions, the UK market is exposed to international disruptions like never before.<\/p>\n<p>Since the <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/09548963.2023.2247375#abstract\">deregulation<\/a> of the TV sector in the 1990s, the UK\u2019s screen industry has relied on a high proportion of freelance workers. This model provided flexibility in a thriving domestic industry boasting some of the world\u2019s most skilled talent and specialist infrastructure to match.<\/p>\n<p>A shift in the 2000s towards international workflows in production and post-production fuelled by competitive tax incentives transformed the UK film and TV industry into a global operation. Coupled with healthy domestic competition, the UK\u2019s film and TV industry soared.<\/p>\n<figure><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/Wk5OxqtpBR4?wmode=transparent&amp;start=0\" width=\"440\" height=\"260\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/figure>\n<p>But more recently, this globalised business model has been tested by an extended period of economic volatility that has left experienced talent out of work.<\/p>\n<p>First came the COVID lockdowns. Then a <a href=\"https:\/\/www.screendaily.com\/news\/uk-film-and-tv-production-total-spend-hits-record-high-in-2021-with-indie-film-up-39\/5167251.article\">post-pandemic boom<\/a> as companies moved to refill their schedules, took UK film and TV production to a record high in 2021.<\/p>\n<p>But then industrial action by US writers and actors in 2023 brought many <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cj6er83ene6o\">UK productions to a halt<\/a>. Once the strike was over, <a href=\"https:\/\/www.theguardian.com\/media\/2022\/apr\/19\/netflix-loses-subscribers-first-time-10-years-ukraine-shared-logins#:%7E:text=Netflix%20loses%20subscribers%20for%20first%20time%20in%2010%20years%20%E2%80%93%20and%20considers%20advertisements,-This%20article%20is&amp;text=Netflix%20lost%20subscribers%20for%20the,price%20crashing%20again%20on%20Tuesday.\">falling subscriptions numbers<\/a> led to market volatility for streaming giants, who immediately <a href=\"https:\/\/www.screendaily.com\/features\/fewer-shows-will-be-made-for-less-money-international-producers-on-the-future-of-scripted-drama\/5186745.article\">tightened their budgets<\/a> and slowed investment in UK-based productions.<\/p>\n<p>High inflation \u2013 partly caused by the influx of international money \u2013 led many domestic companies to slash their commissioning budgets. By the middle of 2024, plans to build new studios in the UK were being <a href=\"https:\/\/www.theguardian.com\/film\/article\/2024\/may\/25\/new-uk-film-tv-studios-pandemic-streaming-hollywood\">put on hold<\/a> and more than half the workforce were <a href=\"https:\/\/bectu.org.uk\/news\/half-of-uk-screen-industry-workers-remain-out-of-work-bectu-research-finds\">still unemployed<\/a>.<\/p>\n<p>As one worker told us: \u201cI\u2019ve got friends who\u2019ve been out of work for a year \u2026 they\u2019re having to sell their houses and these are experienced, serious producers.\u201d Another contributor told us how: \u201cSo many people I know at the moment are looking elsewhere for work completely outside of the industry.\u201d<\/p>\n<p>And another interviewee said: \u201cThere have been some unfortunate casualties along the way, some people simply haven\u2019t had the income or the interest to sustain a living and and they\u2019ve got to do what comes first, which is earn a wage that lets them survive.\u201d<\/p>\n<p>Until recently, a healthy domestic broadcasting industry helped provide consistent work opportunities for freelancers. But at the same time as production costs have risen, broadcasters\u2019 revenue from advertising \u2013 and for the BBC, from the licence fee \u2013 has fallen.<\/p>\n<p>The effect has been a precipitous <a href=\"https:\/\/www.bfi.org.uk\/news\/official-bfi-statistics-2024\">22% drop<\/a> in domestic high-end television commissions in 2024, alongside a 50% decrease in international co-productions. UK broadcasters no longer have the financial capacity to plug the gap in the periods when international investors cut back.<\/p>\n<p>In effect, the domestic industry has become dominated by, and heavily reliant on, a handful of international players led by unpredictable economic interests and global market fluctuations. It\u2019s no coincidence that the two most notable recent British success stories, Adolescence and Baby Reindeer, are produced by Netflix, which has the financial resources British broadcasters lack.<\/p>\n<p>And despite the presence of the streamers, inflated costs are making it harder for producers to make programmes with British subject matter. Patrick Spence, the executive producer of the hugely successful Mr Bates vs. the Post Office, has <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c3w10816en3o\">said<\/a> he wouldn\u2019t even try to make the show today.<\/p>\n<p>To make matters worse, productions funded by international finance (that might have been funded by UK broadcasters in the past) bring little subscription or licensing profits back to the domestic industry.<\/p>\n<p>As our research shows, this constellation of issues means freelancers face extreme financial insecurity like never before, alongside increasingly poor working practices as production companies try to cut costs and, in some cases, promote too early where experienced staff are missing. It is little wonder that so many are considering leaving the sector.<\/p>\n<p>If significant numbers do leave the sector, there will no longer be a supply of skilled workers to meet the demands of an uptick in productions \u2013 and the US firms will go elsewhere, leaving only a depleted domestic industry in financial crisis.<\/p>\n<p>Netflix has already made a thinly veiled threat to seek out more <a href=\"https:\/\/www.hollywoodreporter.com\/business\/business-news\/tuk-netflix-tax-not-going-to-happen-observers-say-1236188237\/\">competitive territories<\/a> in the event of a levy on streamers. We could expect a similar decision if they find that the skilled talent they count on in the UK is no longer available.<\/p>\n<p>The next bust may already be in sight thanks to President Trump\u2019s proposed tariffs on \u201cforeign-made\u201d films. Though such a levy would be difficult to implement and would cause as much <a href=\"https:\/\/time.com\/7282543\/trump-foreign-film-tariff-international-movie-production-us-hollywood-china\/\">harm to the US industry<\/a> as it would its global partners, it\u2019s not hard to imagine it having a chilling effect on commissioning in the UK.<\/p>\n<h2>Structural change needed<\/h2>\n<p>So what can be done? The introduction of a new programme of tax breaks for productions made in the UK, initiated by the Conservatives and ratified by the Labour government, has been rightly celebrated. However, industry experts predict these will <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/ckg22d99v7qo\">not solve<\/a> the financial sustainability of a homegrown industry.<\/p>\n<p>MPs have <a href=\"https:\/\/committees.parliament.uk\/committee\/378\/culture-media-and-sport-committee\/news\/206388\/urgent-action-needed-to-protect-distinctly-british-content-as-mps-call-on-government-to-ramp-up-support-across-film-and-highend-tv-industry\/\">called on the government<\/a> to go further in its support for the UK independent film and high-end television sectors, to provide a counterbalance to the fluctuations in investment in big budget fare, and to appoint a freelance commissioner to protect workers rights.<\/p>\n<p>We wait to hear whether the government will take up its recommendations, and bring us closer to other countries, such as France, that have protected their domestic workforce by negotiating specific <a href=\"https:\/\/www.screendaily.com\/news\/frances-streamer-levy-has-injected-1bn-into-the-industry-in-three-years-says-report\/5200357.article\">investment agreements<\/a> with the major US streamers.<\/p>\n<p>In our report, we argue that a minister for self-employed and precarious workers working across government departments is the only way to ensure that the appropriate measures can be achieved to address the challenges freelancers now face.<\/p>\n<p>Better data on freelancer movements will help policy makers and industry to understand the effects of changes to the domestic industry, to help better secure that workforce for future growth as part of the government\u2019s <a href=\"https:\/\/www.gov.uk\/government\/consultations\/invest-2035-the-uks-modern-industrial-strategy\/invest-2035-the-uks-modern-industrial-strategy#our-approach--a-modern-industrial-strategy\">Invest 2035 growth plans<\/a>.<\/p>\n<p>We also recommend better data for freelancers themselves: a central source of information on taxation, employment rights, training, funding and the other resources they need to thrive in this challenging landscape.<\/p>\n<p>These are only the first steps to lessen the immediate risk of losing a substantial section of the skilled workforce that is the engine of the UK industry, preparing the ground for the much larger structural shifts that are needed. Participants in our research at different stages of their career repeatedly insisted that the industry needs root and branch care to overcome the extreme cycles of feast and famine.<\/p>\n<p>Protecting the cultural value of the UK\u2019s screen industry goes far beyond making economic sense. The sector forms a major part of the country\u2019s diverse national identity and projects a global image that is literally priceless.<!-- Below is The Conversation's page counter tag.
