Policy to improve this situation\u00a0should look to some of the great teaching practice that&#8217;s happening already rather than being based on assumptions made about the home environment, say Dr Naomi Flynn and Dr Holly Joseph.<\/strong><\/p>\n<p><a href=\"https:\/\/research.reading.ac.uk\/research-blog\/wp-content\/uploads\/sites\/72\/2018\/07\/reading2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-3167\" src=\"https:\/\/research.reading.ac.uk\/research-blog\/wp-content\/uploads\/sites\/72\/2018\/07\/reading2.jpg\" alt=\"\" width=\"504\" height=\"336\" srcset=\"https:\/\/research.reading.ac.uk\/research-blog\/wp-content\/uploads\/sites\/72\/2018\/07\/reading2.jpg 960w, https:\/\/research.reading.ac.uk\/research-blog\/wp-content\/uploads\/sites\/72\/2018\/07\/reading2-300x200.jpg 300w, https:\/\/research.reading.ac.uk\/research-blog\/wp-content\/uploads\/sites\/72\/2018\/07\/reading2-768x512.jpg 768w\" sizes=\"auto, (max-width: 504px) 100vw, 504px\" \/><\/a><\/p>\n<p>Damian Hinds\u2019 comments in his talk to The Resolution Foundation today on the \u2018scandalous\u2019 lack of speaking and reading skills in young children mixes up several agenda that need unpicking if he is to get to the root of the issues he wants to tackle.<\/p>\n<p>Reports (from the BBC and The Independent), have also cherry-picked some of things he said and conflated poor language and literacy skills, and commented on screen time, in ways that the minister did not necessarily intend.<\/p>\n<p><!--more--><\/p>\n<p>Furthermore the report he cites from the Education Policy Institute states that, in early years, \u201cthere is little change to the overall size of the (disadvantage) gap and the rate at which it is closing compared with previous years\u201d &#8211; \u00a0so we wonder to what extent the headlines catastrophising disadvantaged pupil outcomes is warranted.<\/p>\n<p><strong>A complex problem<\/strong><\/p>\n<p>In his talk, Hinds commented on his wish to find \u2018simple solutions\u2019 to dealing with problems that start in children\u2019s early years, explicitly referring \u00a0to the success of the \u20185 a day\u2019 campaign to tackle healthy eating. Unfortunately the world of education and its relationship with families and with disadvantage is rather more complex than that, and the solutions for language and literacy difficulties change as children grow older.<\/p>\n<p>Hinds is right about the link between oral language development and later reading success. We know from years of research, including our own, that early vocabulary development predicts later educational attainment. We also know that there is a relationship between reading success and what parents can provide at home.<\/p>\n<p><strong>Older kids out in the cold<\/strong><\/p>\n<p><a href=\"https:\/\/research.reading.ac.uk\/research-blog\/wp-content\/uploads\/sites\/72\/2018\/07\/reading1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-3168\" src=\"https:\/\/research.reading.ac.uk\/research-blog\/wp-content\/uploads\/sites\/72\/2018\/07\/reading1.jpg\" alt=\"\" width=\"504\" height=\"336\" srcset=\"https:\/\/research.reading.ac.uk\/research-blog\/wp-content\/uploads\/sites\/72\/2018\/07\/reading1.jpg 960w, https:\/\/research.reading.ac.uk\/research-blog\/wp-content\/uploads\/sites\/72\/2018\/07\/reading1-300x200.jpg 300w, https:\/\/research.reading.ac.uk\/research-blog\/wp-content\/uploads\/sites\/72\/2018\/07\/reading1-768x512.jpg 768w\" sizes=\"auto, (max-width: 504px) 100vw, 504px\" \/><\/a><\/p>\n<p>However vocabulary knowledge is crucial for children\u2019s reading comprehension and curriculum access not only early on but throughout their school years. So a child with poor vocabulary knowledge in the early years could become a young person less able to access the school curriculum and more likely to leave school with inadequate qualifications. By focusing so much on early years we could leave children who are already in school out in the cold.<\/p>\n<p>Instead of basing policy on assumptions about the home environment of low-income families, actions could be best informed by the great practice already seen in many of our schools to tackle the vocabulary gap.<\/p>\n<p><strong>Innovative teaching<\/strong><\/p>\n<p>A team of us from Reading delivered DfE-funded phonics roadshows in 14 disadvantaged areas last year and found that the problems associated with young children\u2019s vocabulary gap was very much in teachers\u2019 minds and being tackled at school and regional level in innovative ways.<\/p>\n<p>In his speech today Hinds indicated that he will be meeting with various stakeholders in the autumn to explore innovation in addressing poor literacy. But perhaps he would be better served by looking at what is already going on.<\/p>\n<p><strong>Tailored support<\/strong><\/p>\n<p>One-size-fits-all interventions are not going to address the issues of the many different groups of children and families included in the \u2018disadvantaged\u2019 umbrella term. Some of our children start school when they are only just four, others start with home languages other than English, and others may have disabilities which are hugely varied.
