This paper investigates the governance of demand flexibility within the framework of net-zero principles, a critical aspect of aligning consumption with fluctuating low-carbon electricity generation. By applying net-zero “good governance” principles, the study identifies key governance areas and interventions necessary for effective demand flexibility, enabling a more balanced relationship between renewable supply and energy demand, which, in turn, reduces energy costs. Through a review of governance mechanisms and institutional responsibilities in the UK, the paper provides policy insights to strengthen demand flexibility governance.
