Martin Binder gave a talk at the University of São Paulo (USP) on the rise of non-Western powers such as the BRICS and IBSA states. The talk was based on a paper, co-authored with Autumn Lockwood Payton (University of Dayton), that analyses the voting behaviour of the rising and established powers in the United Nations General Assembly over the period 1992-2011. The paper argues that the rising powers have begun to form a bloc of dissatisfied states that assumes a competitive posture vis-à-vis the established Western powers. It is available upon request.
